Percival council adopts ordinance to require monthly lodging tax remittances

The Percival Town Council voted unanimously Oct. 8 to amend the town code so lodging and transient-occupancy tax remittances are due monthly rather than quarterly.
Assistant Director of Finance Connie Lamar briefed the council that the change aligns the town code with Va. Code §58.1‑3827 and was primarily administrative. "The amendment changes quarterly remittance to monthly aligning the due date with the code of Virginia statute 58.1‑3827," Lamar said during the staff briefing.
Mayor opened the public hearing and noted that anyone wishing to comment would be given time after staff’s presentation; no members of the public signed up to speak. Vice Mayor Rainer moved to suspend the rules so the council could take action the same evening; the motion passed on a roll-call vote. The subsequent motion to adopt the ordinance (listed in the staff packet as ordinance number 24‑10‑01) carried 7‑0.
Councilors characterized the change as housekeeping to mirror state law and to avoid future confusion for lodging operators and intermediaries. Lamar told the council staff would align the town’s paperwork and remittance forms to the new monthly schedule.
Because the council acted after a public hearing, the ordinance takes effect according to the town’s codified implementation rules and any timelines stated in the adopted ordinance text. The town clerk and finance office will publish updated remittance guidance for affected businesses.
The council moved on to other agenda business following the vote.
