Salem supervisors approve routine motions including donations, fee change and development density increase

At their Oct. 16 meeting, the Salem Township Board of Supervisors unanimously approved minutes and monthly expenditures, authorized several donations and resolutions (including overweight-permit fees and a consent-order amendment with DEP-related authorities), conditionally approved an increase in density for the Miranda Place plan, and transferred funds to cover a Crabtree-area sewage feasibility study.
The Salem Township Board of Supervisors met Oct. 16 and unanimously approved routine minutes and monthly expenditures, donated to local services and advanced several administrative actions.
The board approved the minutes for Sept. 18 and Sept. 24 and accepted expenditures for the month totaling $115,460 across funds, including $45,574.71 from the General Fund and $39,849.02 from Payroll. Supervisor Kerry Jobe moved the expenditure motion; supervisors Ken Trumbetta and Bob Zundel joined the vote. Resident Tom Ridella asked for clarification on items in Solicitor Falatovich’s billing; Solicitor Falatovich said he would review the ordinance language related to the billing question.
Supervisors unanimously approved a $1,000 donation to the Westmoreland County Food Bank and a $35,000 donation to the Slickville Volunteer Fire Department toward a generator for warming and cooling during outages; Slickville also received a separate $10,000 grant, the board noted. The board previously provided a $60,000 contribution to Forbes Road VFD for a truck, a supervisor said.
The board adopted Resolution No. 27-2024 to amend fees for overweight vehicle permits pursuant to Ordinance No. 01-2024 and adopted Resolution No. 28-2024 authorizing Salem representatives to execute a first amendment to a consent order and agreement involving the Pennsylvania Department of Environmental Protection and multiple municipal sanitary authorities. Both resolutions passed unanimously.
On land development, the supervisors approved a request from Cherry Hills LP (successor to Mark Drive LLC) to increase density for the Miranda Place project from a previously approved 24 duplex-style units to a proposed 31 townhome units, subject to conditions. The conditions include: Township Engineer Doug Regola’s recommendations on Stormwater Management Plan updates and impervious-area comparisons; FTMSA/DEP/township approval of sanitary sewer tap increases so the total taps match the proposed density; installation of traffic-calming or warning signage on Mark Drive as coordinated with the township; and submission of revised, recordable plans and HOA documents for Planning Commission review. Solicitor Falatovich summarized the 2021 conditional approval background and said the developer will return to the Planning Commission after required revisions.
The board also voted to advertise a special meeting to hire for a road crew position and to pursue Statewide LSA grant applications, and authorized transferring $8,515 from the Special Projects account to the Sewage Revenue account to pay Morris Knowles for a feasibility study on Crabtree-area sewer expansion. Supervisor Kerry Jobe said the study and its PowerPoint presentation are nearly complete and must be reviewed internally and discussed with Unity before being shared publicly.
The meeting record showed all motions passed unanimously with supervisors Bob Zundel, Ken Trumbetta and Kerry Jobe voting in favor.
