John Randall Koenig and surveyor Art Kromel appeared before the Salem Township Planning Commission on Nov. 6 seeking to create a new 8.4801‑acre lot from Koenig’s parcel (Map No. 57‑09‑00‑0‑110).
Koenig told the commission the property originally contained a pole barn intended as an indoor riding arena and later hosted a drilling company; he said a septic tank and leach field were installed around 2000–2001 and that a cistern exists on the site. Solicitor Gary Falatovich said the commission had placed a “storage” note on the plan to allow the Township to enforce sanitary‑sewage concerns, and noted that current Township Sewage Enforcement Officer Dave Jobe has no record of the septic permit.
Planning members said the lack of a permit record and uncertainty about the system’s status justified retaining the storage‑use limitation on the plan. Commissioners advised that if the owner proposes a different use in the future, the project would need to return for land‑development review and soil testing. Paul Holleran moved and Chair Connie Mattei seconded a recommendation to approve the subdivision subject to the conditions discussed; the motion passed by majority vote.
