Union City council approves sinkhole repair, awards Devereaux Park trail project, adopts broadband resolution and updates RTK policy

Union City Borough Council approved a series of motions at its July 23 meeting covering stormwater repairs, a park and trail construction contract, an administrative policy update and a broadband readiness resolution.
Councilor James Kerns moved and Councilor Steadman seconded a motion to accept Mansfield’s $5,000 quote to repair/replace/reconnect pipe at the sinkhole in Municipal Lot #1, with the borough providing pipes and fittings. The motion carried unanimously. The minutes note the borough had also received a $6,800 quote from McLallen Construction and that the borough estimated pipe and fittings cost at $5,000.
For the Devereaux Park/French Creek Trail project, Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded awarding the project to Vavala Concrete; the motion carried unanimously.
Solicitor Wachter recommended updating the Right-to-Know Rules and Regulations to clarify handling of anonymous requests; Councilor Osborn moved to approve the updated information and Councilor Steadman seconded the motion, which carried unanimously.
In a separate item, councilors moved to adopt a resolution authorizing an application to the Pennsylvania Broadband Development Authority (PBDA) for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the municipal broadband champion for Union City; Councilor Kerns moved and Councilor Winkler seconded the motion, which carried unanimously. The minutes record that a related public meeting earlier that evening had no public attendees.
Council reviewed amendments to the parking and zoning ordinances and agreed to advertise the changes and send zoning amendments to Erie County Planning and Union Area Planning for comment prior to advertising. The meeting adjourned at 6:38 P.M.; an executive session on personnel and contracts was held afterward with no action taken.
