Parks director: new field house opens in August; refrigeration system likely needs $5M–$8M work in 3–5 years

Parks and Recreation Director Joel updated the board July 10 on staffing and capital issues tied to the city’s new field house and ice operations.
Joel said the city hired a field house coordinator named Emily, described planned grand-opening events (VIP on Aug. 15, public opening on Aug. 16) and listed early programming plans that include food trucks and live music. "The August 16 party will have food trucks. We're planning to have some music out front," he said.
On facility risk and long-term capital needs, Joel summarized a refrigeration study and said the ice system is 33 years old—past a common 20–25 year service life—and that the city is likely "looking in that 3 to 5 year range to do something drastic," with estimated replacement or major overhaul costs between $5 million and $8 million depending on options. He said working groups are convening and more detailed analyses will come to future meetings.
Joel also described staffing needs for the field house (part-time rec aids and rec specialists) and two full-time maintenance positions added in the fiscal budget to support the new facility. He said summer programming (hockey tournaments and open skates) shows strong community uptake but also places staffing and maintenance demands on the department.
The board was not asked to take immediate formal action on refrigeration funding at this meeting; Joel said the subject will be part of capital planning and future council briefings.
