The Soldotna Parks and Recreation Advisory Board on July 10 approved an updated special-event guide for Soldotna Creek Park that clarifies how the city handles large events, vendor activity and recurring markets.
A staff presenter described the rewrites as consolidating existing practices rather than introducing new restrictions. "It's nothing new," the presenter said, adding the edits are intended to save staff time and make expectations clearer for applicants. The guide emphasizes that routine commercial vending outside of permitted events is not allowed, that the weekly market is at current staff capacity and that vehicle load-in and load-out must follow city permit rules.
Board members raised accessibility and capacity concerns during discussion. One member urged the city to explore options to improve accessibility from the lower parking lot to the boardwalk to reduce hazardous crossings for people with mobility limits. Joel, the parks director, said the city has discussed an accessible walkway and other infrastructure options as part of broader riverfront redevelopment conversations but did not offer a firm timeline.
On enforcement and fees, staff said attendance-based fees are currently an honor system but that the fiscal year budget includes funds to purchase software "that will help us track attendance in a better way," enabling staff to better estimate peak counts for events.
A motion to bring action item 5.2 to the floor was moved and seconded; the chair held a roll-call vote and announced the motion passed. Staff said the guide will be used as a reference for booking and permitting and that RFP or permit procedures would still govern any vendor contracts or concessions.
