Manti Council adopts FY2026‑27 interim budget, fee schedule and awards water asset management contract

The Manti City Council on July 1 approved several administrative and budget items, including adoption of the FY2026‑27 interim budget (Resolution 2026‑3) and the fee schedule (Resolution 2026‑2), and approved the June 16–30 payment report. All votes on these motions were unanimous.

City Manager Jason Brown told the council the city received three proposals for a water asset management plan — a document the Division of Drinking Water requires for the city’s water treatment plant — and recommended Jones & DeMille Engineering as the best and lowest responsible bidder. The council approved awarding the contract on a motion by Councilmember A.J. Mower, seconded by Meagan Johnson.

The council also discussed several planning items that will return for formal action before existing moratoria expire: the Annexation Policy Plan and a Subdivision Ordinance update, including references to a 2022 water plan that staff asked councilmembers to review ahead of the July 21 moratorium deadline.

Mayor‑Pro‑Tem Mary Pipes called for approval of changing the regular council schedule to once a month from August through December (proposed second Wednesday) to give staff more time to prepare financial materials; Councilmember Jennifer Christiansen moved the schedule change, seconded by Brian Francois, and the motion passed unanimously. The council then voted to move into a closed session.

Actions taken were procedural and unanimous; no funding amounts for the awarded contract or budget line items were specified in the meeting record.
