Union City Council approves pipe repairs, easements, subdivision and recreational launch in unanimous votes

Union City Borough Council approved a slate of infrastructure, property and administrative measures on Aug. 13, all by unanimous vote.
For stormwater and public-safety reasons the council approved replacing damaged 24-inch clay tile and reconnecting pipes at a sinkhole near Municipal Lot #1. Streets Supervisor Bob Phillips presented two estimates: Mansfield ($22,295) and McLallen Construction ($23,450). On a motion by Councilor Steadman, seconded by Councilor Osborn, council authorized Mansfield to perform the work for $22,295; the contract requires the borough to provide a truck during the project.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street so PennDOT’s catch basin and a Borough-installed catch basin can be connected. Under the approved agreement, the property owner will dig and maintain the ditch and install a pipe between the two basins; the borough will accept responsibility for the two catch basins and about 60 feet of connecting pipe. The motion was made by Councilor Osborn and seconded by Councilor Kerns.
The council said it received the 2025 Minimum Municipal Obligation (MMO); the required non-uniform contribution was listed at $48,029 and $0 for the police pension. On a motion by Councilor Matt Joyce, seconded by Councilor Kerns, the council approved the MMO as presented. (The meeting transcript includes an inconsistent reference to approving the 2024 MMO; the council had received the 2025 MMO and the coverage amounts above are recorded in the meeting.)
Council approved a subdivision combining property from 92 West High Street with parcels at 88 and 90 West High Street after Erie County Planning approved the survey maps. The motion to approve and sign the subdivision paperwork was made by Councilor Osborn and seconded by Councilor Kerns.
The council approved a retroactive purchase of a small portion of property from 8 South Street for $500 to connect to the northwest corner of Municipal Lot #3; the solicitor will complete paperwork once a survey is finished. The motion was made by Councilor Joyce and seconded by Councilor Kerns.
For recreational access, the council approved an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek. The solicitor will draw the easement; the project is funded by grants from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Councilor Osborn moved the approval; Councilor Joyce seconded.
Council also agreed to change regular meeting dates for September 2024 through April 2025 to the first and third Monday of each month at 6:30 p.m.; the next meeting was set for Aug. 27, 2024 and, because of Labor Day, the next regular meeting for September will be Sept. 16, 2024. The meeting adjourned at 7:06 p.m.; an executive session followed to discuss personnel and a contract with no action taken.
