Airport manager updates commission on lease assignments and underground-power easement for new hangar
Summary
The Soldotna airport manager updated the commission on recent lease assignments, a pending lease-lot line vacation that requires lessee common ownership and cleanup, and a utility easement request (HEA) to run underground power to a new hangar on Lot C42 that may require council action depending on city-code interpretation.

The airport manager briefed the Soldotna Airport Commission on several property and lease matters during the June 19 meeting.
The manager said two large parcels (Lot G and Lot H) were leased to the State of Alaska Division of Forestry and Fire Protection. Lease Lot 46 (H46A) was leased to Alaska Float and Tailwheel Training and later transferred to a business named Prop On. The manager also described recent assignments involving Jason Boyer, Bruce Skolnick, John Hughes and Roy Whitford and noted routine turnover among leaseholds.
On a pending lease-lot line vacation, the manager said the lessee had paid outstanding lease fees but still must demonstrate common ownership across the lots before the city manager can sign an assignment. The airport manager said the city will include conditions on its concurrence: the lessee must complete existing on-site projects and clean up building materials and staging areas before final approval.
Separately, the manager said HEA needs an easement to run underground power to a new hangar on Lot C42. He noted a provision in the city code on disposition of city lands and that airport lands are handled under the airport code (section 13), so he asked the city attorney whether an ordinance would be required to authorize the easement. The manager said he had confirmed with the FAA that the agency had no objection so long as the easement and work would not interfere with airport operations or improvements.
The commission did not take formal action during the meeting; the updates were presented for information and the manager said he would follow up with required paperwork and conditions for final concurrence.
