The Soldotna City Council approved Resolution 2025-019 on June 11, 2025, adopting the FY26–27 pay plan and authorized personnel staffing table.
City staff requested an amendment to replace page 3 of the attached pay plan (the PSEA/sergeant pre‑ratification pay plan) to reflect the administration's current COLA assumptions because the PSEA collective bargaining agreement had not yet been ratified. Vice Mayor Parker moved the amendment to replace the page with the pre‑ratification pay plan. The amendment passed 4–1 on a roll call; a single 'no' vote was recorded on the amendment. The full resolution then passed on a 5–0 roll call vote.
The city manager noted that police clerk and officer ranges remain subject to the previously approved 1.5% COLA, while the unrepresented sergeant position would receive the 2.2% COLA included in the FY26 budget. Staff said the updated pay plan reflecting negotiations will be brought forward for ratification once agreements are finalized.
