Board grants special-use permit for Fritter dog‑boarding facility with noise controls

The Marshall County Board of Zoning Appeals approved a special-use permit July 14 for a dog-boarding facility proposed by Olivia Fritter.

Staff described the property as three parcels totaling just over 40 acres along Lincoln Highway, with the proposed kennel located in an existing barn on the southern parcel; the nearest adjacent residences are about 400 feet away. "Kennels are allowed in this zoning district as special uses," staff said, and the technical review committee and staff recommended approval, noting upgrades would be subject to normal permitting.

Olivia Fritter identified herself for the record and said she plans to use an existing barn area (about 40 by 80 feet) and provide 20 to 25 dog kennels of varying sizes. Britt Baker, a veterinary technician who has cared for boarded animals, told the board she supports the proposal and described her experience caring for dogs.

Board members asked for clarifications about capacity, hours of operation and noise control. The applicant and her supporter described plans for a large privacy fence on the play yard and acoustic treatments on building walls; the applicant said boarding would be during normal business hours with drop-off and pick-up windows to minimize late‑night traffic.

A motion to approve the special-use permit was made (motion by Don, second by Caleb). The clerk conducted a roll call and the attending members voted in favor; the permit was approved.

Staff said site improvements will require permits as applicable; the board scheduled its next meeting for Aug. 11, 2026.
