Chief Daniel Folks described the dispatch arrangement’s history and recent infrastructure investments. He said the communications district assumed some services to reduce transfer delays but later had to replace aging equipment. "It's still a tremendous cost savings for the city," Chief Folks said, explaining that while costs rose after upgrades, the city still saves compared with operating its own communications division. He added that equipment investments — including a radio system — were expensive and the cost is shared among multiple agencies.
Council members asked questions about whether the cost is a one‑time change; the chief confirmed the amount is an annual cost. After a brief public exchange, the council moved, seconded and voted to approve the agreement.
