Clifton Streetscape project moves toward combined VDOT advertisement; right-of-way certified and utility coordination ongoing

The Clifton Town Council received a quarterly update on April 7 on the Transportation Alternatives (Streetscape) project for Main Street (UPC 1099949 and UPC 126584). Project managers Susan and Geri Yantis reported Right-of-Way authorization is complete, PS&E materials have been submitted and VDOT comments are being addressed, and the town is preparing to advertise the combined Duct Bank and Roadway projects.
The report indicated the town requested and received permission to combine the Duct Bank and Roadway advertisements while maintaining separate UPCs after earlier bids were nonresponsive or over estimates. Project staff told the Council that, following VDOT authorization, the Design Team will advertise the combined projects, receive bids, and award a contractor. The update also notes outstanding coordination: amended lease language from Norfolk Southern for work in the railroad right-of-way and utility agreements with NOVEC, Verizon and Cox.
The project managers listed next steps: advertise for construction of the combined projects, submit land-use permits to VDOT, receive bids, award a qualified contractor and prepare for Stage I construction on the Duct Bank. The Council and Treasurer plan to meet with project managers to align budgeting and bid timing.
No formal Council vote was required at this meeting; the update was informational and the Council reiterated a desire to expedite advertisement and bid review to meet budget and construction timelines.
