Clifton council votes to enter closed session on investment matter, reconvenes and certifies discussion

Mayor Lynn Screen moved at the Feb. 16 strategic planning meeting that the Clifton Town Council recess its open meeting and convene a closed session "for discussion or consideration of the investment of public funds where competition or bargaining is involved... as authorized by Code of Virginia of 1950, as amended Section 2.2‑3711(A)(6)." Councilmember Darrell Poe seconded the motion, and the motion passed on a roll call vote with all six councilmembers voting Aye.
After the closed session, Mayor Screen moved to reconvene the open meeting; the motion was seconded by CM Poe and approved by roll call (CM Hess: Aye; CM Poe: Aye; CM Hencken: Aye; VM Davis: Aye; Mayor Screen: Aye; CM Effros: Aye). The council then voted to certify that only the matters identified in the motion had been discussed in closed session; that certification motion was seconded by CM Effros and likewise approved by roll call, with all members voting Aye.
The Council recorded no public action resulting from the closed session during the meeting; the certification states no action was taken while in closed session. The statute cited in the motion, Code of Virginia §2.2‑3711(A)(6), authorizes closed sessions for certain discussions of investment where public disclosure would harm the governmental unit's financial interests.
