The Clifton Town Council on April 7 approved routine invoices and took several budget actions, including a $10,000 transfer to Town Hall maintenance for proposed flooring work and up to $4,500 from remaining CARES Act funds to buy window glass for the historic caboose.
Town Treasurer Suzy Murphy presented the monthly financial report and asked the Council to approve the payments listed in the attached report. Councilmember Steve Effros moved to approve the invoices; Councilmember Darrell Poe seconded the motion, which passed by roll call with all members voting aye.
On a separate vote, Mayor Lynn Screen moved to transfer $10,000 from the Parking and Traffic Committee to Town Hall maintenance to help cover a preferred flooring option estimated at $18,400. The motion was seconded by Councilmember JP Hess and approved by roll call with all ayes.
Citizen John Powell described restoration work planned for the town caboose and said specialty historic glass is costly. Vice Mayor Jay Davis moved to approve up to $4,500 to purchase window glass so the Town can complete CARES Act fund obligations; the motion, seconded by Councilmember Poe, passed by roll call with all ayes.
The Council also agreed that the Pink House renovation will have a separate public hearing in May and requested an itemized budget and visual materials from the contractor before that hearing.
Council members emphasized that several of these actions are part of ongoing budget planning and that additional line-item details will be provided where required. The meeting adjourned following a motion by Vice Mayor Jay Davis that passed 6-0.
