Council weighs transition from volunteer Art Guild trash service to contractor, circulates draft MOU

Council discussed the town’s long-running arrangement with an Art Guild volunteer (Mr. Rusnak), who has provided park maintenance and trash consolidation for about $2,500 per year, and whether to transition that work to a professional contractor, Flag.
Councilmember Darrell Poe relayed Mr. Rusnak’s input (he could not attend). Mr. Rusnak has expressed concern that an outside contractor might not match his level of local, on-the-ground service. Vice Mayor Jay Davis said the volunteer arrangement is not a viable long-term solution and recommended contracting for professional services; he also suggested auditing Flag’s performance to ensure bins are serviced and coordinating Flag invoicing frequency.
Councilmember Steve Effros said the Town must avoid directly funding an entity that then independently selects grant or scholarship recipients; CM Hess circulated a redrafted Memorandum of Understanding to more clearly define services the Art Guild would provide in exchange for set consideration. Mayor Lynn Screen asked that the draft MOU be circulated and placed on next month’s agenda. Councilmember Darrell Poe said he will meet with Mr. Rusnak to thank him for his years of service.
No final decision was made; staff and council will return the MOU for formal consideration at a future meeting.
