Streetscape team readies combined IFB; VDOT approvals and easements in place

Special Projects Committee members and project managers updated council on the Town's Main Street Streetscape Phase II and an associated duct bank project.
Project staff said they received approval from VDOT Central Office to combine the duct bank construction and roadway construction into a single invitation-for-bids package as part of the PS&E submission. All required easements have been recorded, and VDOT’s project-controls review increased the roadway estimate by about $3,700 relative to the engineer’s estimate based on recent bid data.
The design team has begun coordination with utilities (NOVEC, Verizon, Cox) and with Norfolk Southern regarding railroad right-of-way work; the team is awaiting a final amendment to the lease with the railroad for required mill-and-overlay and a new street light in the railroad right-of-way.
Staff said the IFB needs to be advertised by April 30, and the core team is aiming for late March to allow a 45-day advertisement period. Mayor Lynn Screen reported she has spoken with Supervisor Herrity, who mentioned the possibility of additional FCDOT funding that could be available to the project.
Project managers (Susan and Geri Yantis) and the design team will continue coordination and return to council with procurement timing and any funding recommendations.
