Lodi committee recommends $2.9 million Fair Street contract, approves developer agreements and personnel reclassification

At its Feb. 3 Committee of the Whole meeting, the City of Lodi recommended awarding a $2,900,549.90 Fair Street contract to S&L Underground, approved multiple developer agreements and consultant contracts, and recommended reclassifying a police sergeant to an exempt lieutenant position; all actions were forwarded to the Common Council as recommended.
The City of Lodi Committee of the Whole on Feb. 3 recommended awarding the Fair Street construction contract to S&L Underground and approved several developer agreements, consultant engagements and a personnel reclassification.
Town & Country Engineering recommended awarding the Fair Street contract to S&L Underground, and the committee voted (Ripp/Crow) to recommend the City Council approve the contract, including alternate bids and supplemental items, for $2,900,549.90. The roll-call vote recorded Heller, Crow, Stevenson, Flanagan, Marx and Ripp voting aye.
The committee also recommended that the Council authorize redemption of certain General Obligation Corporate Purpose Bonds, Series 2018B (dated April 12, 2018) after staff reported a developer chose to pay off the loan assessed to the parcel. The motion (Crow/Flanagan) passed on a unanimous roll-call vote.
On development matters, the committee recommended the Council approve Developers Agreement 121125 for Highlands of Ridgestone Phase 2 (motion Ripp/Heller) and Developers Agreement 012926 for Terrace Vista Phase 3 (motion Heller/Ripp). As part of the Terrace Vista Phase 3 agreement, the developer will repair the circle green space on Mariahwynn Terrace in lieu of planting street trees; both motions passed on unanimous roll-call votes.
The committee recommended contracting with Ehlers for a five-year Financial Management Plan at a cost of $13,500 (motion Marx/Flanagan) and separately recommended a 2026 wastewater rate study by Ehlers for $11,025 (motion Crow/Ripp); both motions passed by roll call.
Regarding public safety facilities, the committee discussed possible co-location of EMS and Fire staff but agreed there are too many unresolved questions (including that the land for a public safety building has not been purchased) to approve co-location now. The committee voted (Ripp/Crow) to refer co-location to the Common Council for further discussion (voice vote, all ayes).
Following a closed session to consider personnel matters, the committee moved (Marx/Ripp) to recommend reclassifying the current person in the sergeant position to an exempt lieutenant position with pay grade 12, step 8; the motion carried on a roll-call vote.
