TCEQ staff presented a renewal with amendments to the Texas Pollutant Discharge Elimination System multisector general permit (TXR050000), and commissioners voted to adopt the changes and the executive director's response to comments.
Jesse Gresala Mia (S12) of the water quality division summarized the proposed amendments, which relocate SIC/NAICS code tables to an appendix for readability, update language to reflect recent legislation, revise benchmark values based on monitoring data, and implement provisions of House Bill 7 (87th Legislature, 2nd called session) and House Bill 4112 (89th Legislature). Staff noted the draft permit was sent to the U.S. Environmental Protection Agency in May 2025 and that EPA approved the permit on Aug. 18, 2025, with no objections. Public notice and a hybrid public meeting occurred in November/December 2025; staff responded to comments and recommended adoption.
Michael Kalskis (S13) of the Office of Public Interest Counsel supported adoption, saying the revisions are largely procedural or protective and do not impose substantial adverse effects on the public. Commissioners praised stakeholder engagement and staff outreach. A motion to adopt the renewal with amendments and the ED's response to comments passed by voice vote.
