City Attorney Rob Fleming presented a list of 41 motions described as having been made by "Mr. Brian Sieben from November, 2024 to date," and asked the council whether any motion should be considered separately. Councilmember Kylen Kostrzewski moved to ratify all 41 motions and Councilmember Brad Burianek seconded. On roll call, Burianek, Kostrzewski, Donavon McMillian, Loree Osowski, Phil Ray and Darrin Wollitz voted in favor; none opposed. Member Greg Young was absent. Mayor Chris West declared the motion carried.
Fleming then presented 26 motions that had been seconded by Mr. Sieben in the same period. Loree Osowski moved to ratify all 26 seconds; Darrin Wollitz seconded. The same six councilmembers voted in favor, none opposed, and Mayor West declared that motion carried as well.
The council did not separate any items for individual consideration during the meeting and moved on to a public hearing on Street Improvement District No. 8-24. The ratifications record the council's decision to validate prior procedural actions that had been entered while the Sieben seat was listed as vacated.
