Harlingen approves FY2027 street-improvement list with minor district adjustments

The Harlingen City Commission approved the proposed list of streets for the Fiscal Year 2027 Street Improvement Program after a brief presentation from City Engineer Robert Fernandez.
Fernandez explained a minor revision for District 5 that removes Dixieland and Lincoln and adds Kingbird, Wild Orchid and Acacia to balance mileage across districts. The total proposed paving across the three districts is approximately 14.14 miles citywide, with an average near three miles per district under the plan. Commissioners discussed the inclusion of several downtown alleys to improve event access and municipal operations; estimated alley improvements were described as a relatively small portion of the overall SIP budget.
The commission approved the list and asked staff to prepare construction plans and bid documents in advance of an expected September solicitation, noting asphalt pricing volatility could affect timing and final scope.
"For the most part, all the streets are being near the 3 mile range," Engineer Robert Fernandez said, and the commission praised the city's in-house paving crew for recent work.
The motion to approve included the district-specific changes proposed by staff and passed by unanimous voice vote.
