Commission approves preliminary site plan for 57 Floors building, defers road dedication timing

The Piperton Planning Commission on June 9 approved preliminary site‑plan approval for a PD‑O accommodating a 35,000 square‑foot 57 Floors building, with staff and the applicant agreeing the site may be treated as one lot initially to allow an early building permit while dedicating the public right‑of‑way at a later trigger.
City Planner Brett Morgan said the PD‑O was rezoned previously and that the current request is for preliminary site‑plan approval on a 15.29‑acre parcel. The application shows five potential lots but the applicant asked to proceed on one lot so construction of the first building can begin without immediately dedicating the full public road improvements.
Fire Chief Reed Bullock raised an operational concern: "How is 911 going to assess an address on a street that is unnamed if this one lot is Hwy 57?" he asked, noting the need for a reliable emergency address. John McCarty, representing 57 Floors, said private street naming and addressing is commonly used until a roadway is dedicated, and said the developer would work with the city engineer on grades and the section of road to be constructed now versus later.
Engineers and staff discussed utilities and roadside improvements: the plan calls for running public water and sewer from Hwy 57 to the collector road, stubbing utilities for future lots, and installing curb and gutter with sidewalks. City Engineer Harvey Matheny said these public improvements and their timing should be captured in a development agreement. The commission also discussed curb‑cut limits on Hwy 57, building elevations and service door placement to accommodate truck circulation.
Staff recommended approval subject to the 13 conditions in the staff report. Vice‑Mayor Mike Binkley moved to approve the preliminary site plan; Commissioner Patrick Neal seconded and the motion passed with all affirmative votes. The applicant said he anticipates a roughly 12‑ to 18‑month build schedule for the building.
Remaining issues for final approval include detailed DRC review of elevations, landscaping, lighting and final engineering for the roadway and utilities.
