City Planner Dan Licht presented the staff report on the Zachman Meadows Second Addition PUD at the June 22 meeting, and representatives for the project — Kendra Lindahl of Landform and Craig Dollansky of Boyd Dollansky LLC — said they agreed with the staff recommendations.
Councilmembers discussed a 65‑foot setback along Kadler Avenue. Licht noted Wright County has shown the street as a potential future county road with a 75‑foot setback; the council approved a reduced rear yard setback within the city to accommodate potential future county expansion. CM Ryan Dunlap moved to adopt Ordinance 2026‑09 amending the zoning map and to adopt Resolution 2026‑51 approving findings of fact, the PUD development stage plan and the preliminary plat; CM Michelle Lund seconded and the motions carried unanimously (4‑0).
The council’s action approves the developer’s PUD plan and preliminary plat subject to the conditions in the staff report; the action directs planning staff to finalize the associated plan documents and coordinate any needed intergovernmental considerations with Wright County. Project representatives were present to answer council questions during the staff presentation and did not object to the conditions imposed by staff.
Next steps include administrative finalization of the plats and any remaining conditions before recording and proceeding with permit review and construction sequencing as allowed under the approved PUD.
