Mandan commission awards sidewalk contract, concurs on micro‑surfacing bid and approves shop‑condo permit

The commission moved to award the base bid for the 2026 municipal concrete contract to Sarah Concrete LLC; the motion was made, seconded and approved by roll call with no recorded opposition. City engineering staff described the downtown improvement project as focused on sidewalks, curbs and general concrete work.
On the highway maintenance front, staff recommended concurrence with the NDDOT award for micro‑surfacing work on State Highway 810 (the expressway). Jerrick told commissioners the city’s estimated share was about $27,000 and that staff’s working figure was roughly $24,624.76; commissioners voted to concur with the NDDOT bid award.
The commission also approved, on recommendation from planning, a special use permit for "shop condos" at Lot 1, Block 1 of the Bridal Subdivision (listed in the record as 902 Missouri Drive NE). Planning staff said the proposal complies with gateway overlay requirements and that an architecture review and landscaping approval remain part of final permitting.
Separately, the commission authorized the engineering department to advertise for bids on the 2026 striping project along Main Street from 10th Avenue to just before Mandan Avenue. Riley said the timeline, if awarded on schedule, would allow work to start around May 20 and conclude by June 22.
Other items: City staff announced Arbor Day activities at Dike Short Park on May 1 with Lakewood Elementary students helping plant two trees to mark Mandan's 50th Tree City USA anniversary, and reminded residents about spring cleanup week (April 20–25) and community cleanup month in May.
