Commission authorizes agreement with EAPC Architects and budget amendment for Fire Station 3 planning

Fire Chief Bitz told the City Commission on Jan. 6 that staff seeks authorization to enter an agreement with EAPC Architects to advance planning for Fire Station 3 in the northwest part of Mandan. The scope includes site‑selection evaluation, an assessment of whether an Emergency Operations Center (EOC) should be incorporated, preliminary design and public‑engagement support.
Chief Bitz said the city owns a potential site near the water tower in the northwest and emphasized choosing a long‑term location outside the flood plain. He also described the need to determine whether the facility should house an EOC and said an additional public vote of the people will likely be required later in 2026 if construction is approved.
Chief Bitz requested a budget amendment of approximately $70,000, which he said could be covered by general‑fund savings from 2025. After commissioner questions confirming the meaning of “EOC” (Emergency Operations Center) and site considerations, the commission voted to authorize entering into the agreement with EAPC and to amend the 2026 Fire Department budget as presented.
