Mandan staff outlines lead‑service‑line outreach, Mandan Proper Phase 1 and Memorial Highway schedule

City staff delivered multi‑project updates at the Feb. 3 commission meeting, focusing on lead service lines, the Mandan Proper Phase 1 engagement process and the multi‑phase Memorial Highway reconstruction.

Lead service lines: Staff said just over 3,600 letters were mailed to households with unknown private‑side service lines and that the mailers included links to an online survey and step‑by‑step instructions for identifying line materials. A town hall for residents is scheduled for Thursday, Feb. 5 at 5:30 p.m. in the Commission Room, and project information is posted on the city website.

Mandan Proper Phase 1: Staff said the city held a combined phases 1–4 open house at 1st Lutheran Church and will hold a follow‑up Phase 1 meeting on Feb. 24 from 6–8 p.m. at the same church with a presentation and breakout sessions for neighborhood input.

Memorial Highway: Staff described Memorial Highway as two projects (Phase 1 and Phase 2) that were bid separately; Phase 1 was awarded at the end of 2024 and Phase 2 was recently awarded to Northern Improvement. Staff said most 2026 work will focus on Main Street intersections and stormwater improvements adjacent to 3rd Street, not on long stretches of mainline paving, and that the Phase 1 2026 work should be wrapped up before July 9, 2026.

Commissioners asked about tree removal north of 3rd Street to prepare for stormwater work; staff said some tree removal was occurring now and that timing was intended to avoid impacts on migratory birds. Commission discussion also covered DOT pothole repairs and the city’s role in monitoring and requesting repairs prior to project turnover.
