Commission finds protests insufficient for Street Improvement District 241; approves design and engineering task orders for Red Trail and Roosevelt areas

Public Works staff reported to the City Commission on Jan. 6 that protests against creation of Street Improvement District 241 (near Red Trail Elementary) fell below statutory thresholds and recommended the commission adopt a resolution determining protests insufficient.
Jerrick said the protest metrics were 5.5% by land area, 5.7% of parcels and 9.15% of estimated assessment value — all below the thresholds that would block formation of the district — and showed a protest concentration in manufactured‑home overlay areas. After a public hearing with no speakers, the commission approved the resolution determining insufficiency of protests.
In related business, staff presented a Task Order 9 Amendment 1 for additional engineering design and bid support for the Red Trail reconstruction project. The amendment is for $115,000 and would be funded through special assessments in the district; commissioners approved the amendment by roll call.
Staff also introduced a Task Order 11 scope and requested authorization to submit a State Water Commission preconstruction funding application for $228,000 to support communications and district‑creation services for a separate area near Roosevelt Elementary, where recurring water‑main breaks have driven the project. Staff scheduled a public input meeting for that area on Jan. 21.
Commissioners discussed the public‑input process and staff said residents in affected neighborhoods have had opportunities to provide feedback during earlier meetings.
