The Pleasant Prairie Village Board reviewed an offer to sell a residential parcel in the Village Green area and voted to file a request regarding the property after discussing the matter in closed session.
Village staff advised the board that a parcel owner had offered to sell a property listed in the materials; in the spoken record the parcel number is inconsistently recorded (the staff member first read one number, then corrected to show the offer applied to a parcel at Springbrook Court in the Village Green area). "If the village board is interested in reviewing the price offered and discussing whether that's a price within something that you are interested in for this or other parcels, I recommend that we go into closed session for that," the Administrator said, recommending closed session to discuss price and negotiation strategy.
A staff presenter also said the village had reached a tentative agreement with the police department and recommended discussing the contract terms in closed session as bargaining negotiations. The agenda cited Wis. Stat. § 19.85 as the basis for entering closed session to deliberate purchasing public property, bargaining negotiations, and the administrator's performance evaluation.
The board voted by roll call to enter closed session and later returned to open session. After returning to open session the board moved to "file a request" with respect to the Springbrook Court parcel; the motion carried by voice vote.
The board then voted to return to closed session to continue discussion of the police contract and the administrator evaluation. No final terms of a police contract or personnel evaluation were disclosed in open session.
