On logistics, Amy said employees on call would be expected to respond within a reasonable time (staff outlined approximately 30 minutes in the draft) and must remain fit for duty and comply with existing drug and alcohol policies. Staff recommended the ordinance as permissive (not mandatory); departments could choose whether to implement the stipend where appropriate.
Commission action: Commissioner Schoberg moved and Commissioner Rohrer seconded approval of the ordinance’s introduction and first reading; the motion passed by unanimous roll call. The ordinance will return for a second reading before taking effect.
