The Village Board authorized award of the North Ball Fields Turf Improvement project to H & H Civil Construction (low base bid $1,785,257), and approved cooperative purchases for synthetic turf and field materials to complete the project.
Brett (parks staff) told trustees the scope includes drainage installation, laser grading, synthetic turf for infields and fall areas, new netting and fencing, dugouts, shade structures, and improved concrete walkways. Bids were opened August 4, 2025; staff reported 16 plan holders and two prequalified civil prime bidders. The low responsive base bid from H & H of Collins, Wisconsin, was $1,785,257; a competing civil bid was $1,960,000.
Staff also recommended purchase agreements through Sourcewell and other cooperative procurement: Astroturf for $432,994 and Beacon Athletics materials for $277,008.97. Including previously approved design and engineering expenses ($98,816), staff presented the total project cost and described fundraising commitments. Trustees were told two five‑year tournament providers are contractually committed to roughly 10 weekends each year and are contributing $25,000 each toward the project; staff estimated that tournament activity could attract hundreds of teams and 1,500–2,000 visitors on peak weekends.
Trustee Mike moved to award the contract and authorize the purchases; the motion was seconded and approved by the board.
Next steps: staff will finalize contracts, schedule construction to meet the project timeline, and coordinate tournament scheduling and parking/shuttle logistics.
