Village amends security-camera ordinance, vacates DSIS easement for previously planned CBRF

The Village Board approved amendments to chapter 4-10 of the municipal code (ord. 25-41) that update Digital Security Imaging System (DSIS) requirements and procedures and also acted to vacate an existing recorded DSIS access easement for property at 9302 39th Avenue.
Staff (Rob) described the ordinance changes as housekeeping and said updates reflect recent zoning changes. Key amendments include expanding the types of projects that must submit camera location and coverage information to include multifamily residential plans, updating hardware and terminology standards, clarifying plan commission and zoning-administrator authority to approve or amend DSIS agreements, and increasing the required digital video-recording retention period from 30 days to 120 days to align with public-records retention recommendations.
Staff also said the village would remove the prior requirement that a recorded access easement be granted to the village and instead record a memorandum of agreement on the property; violations would remain subject to existing penalty provisions in the municipal code. Staff noted the plant commission recently approved a new conditional use permit and DSIS agreement for Wish Hope Recovery to operate a community-based residential facility at the 39th Avenue site. Because the property’s recorded DSIS easement relates to a prior owner’s plan that did not proceed, the board voted to vacate the recorded DSIS access easement to Pleasant House LLC to allow updated agreements to be recorded for the current proposal.
Board members asked whether IT and police staff would review camera locations; staff confirmed IT and police sign off on camera placements as part of plan reviews.
The board approved the ordinance amendment, the easement vacation, and the DSIS agreement items by voice vote.
