Pleasant Prairie board adopts relocation order for 93rd Street reconstruction, plans 2027 construction

The Village Board adopted a relocation order and right-of-way plat to begin the land-acquisition and easement process for reconstruction of 93rd Street from 63rd Avenue to Cooper Road.

Staff (Kurt) said the project is currently about 60% designed and would reconstruct the roadway to two 11-foot lanes with 6-foot paved shoulders, curb and gutter, storm sewer and stormwater facilities, a compact roundabout at Cooper Road, sidewalks on the north side and two retention ponds. The presentation showed the project would affect 23 properties along the corridor through combinations of fee acquisitions, permanent limited easements and temporary limited easements for grading and utility work.

On funding, staff said the roadway portion is estimated at about $5,600,000, with federal funds capped at roughly $2,800,000 (about half of the roadway portion) and the municipal share covering the remainder; land acquisition is a village expense and is not included in the capped federal grant. The project schedule provided by staff shows project and utility coordination and final design through 2025–2026 with construction planned for 2027 if permits, designs and acquisitions proceed on schedule.

Board discussion included requests to ensure utility coordination for an older water main on 93rd Street and confirmation that the village will contract out right-of-way acquisitions to a third party (Single Source) that will manage negotiations under state statutes.

The board adopted the relocation order and directed staff to file the plat with Kenosha County to begin the acquisition process.
