Council amends prior minutes amid dispute over appointment process; cancels second June meeting

Council on June 8 moved to amend earlier meeting minutes and quarrelled over how much detail should be included. Members approved an amendment to the March 9 minutes unanimously and approved an amended summary of the May 11 minutes after a separate vote; Mrs. Black pressed to add explicit statements and recordings of who spoke on particular subjects, but her motion to add some statements failed.

Mrs. Black argued for broader detail in the written minutes and sought to add a statement that she could not vote for a planning commission appointee because candidates had not been given equal opportunity to be considered; that motion failed 6-1. She later raised a procedural objection to the Mayor's appointment of Earl Elworth to the Planning Commission after Council had tabled that appointment; Law Director Joseph Moore advised that the City Charter vests appointment authority in the Mayor (with Council approval) and that Council cannot unilaterally direct the Mayor's internal appointment process.

On other business, Mayor O'Callaghan announced that Amelia Guigou resigned from the Planning Commission and Board of Zoning Appeals; Council declared the position open. Council voted unanimously to cancel the second meeting in June, setting the next regular meeting for July 13, 2026 unless additional legislation requires an earlier session. City Manager John Applegate updated Council on the Ring Road project and infrastructure funding, saying the Ring Road is funded in the amount of $6.7 million from the City of Dayton's $77 million State Future Fund award but that those funds have not yet been released, contributing to project delays.
