City of Union Council on June 8 adopted Ordinance 1802, formally recognizing Juneteenth as a city holiday, after declaring the measure an emergency and adopting it on a single reading.
Council discussed whether the matter should be treated as an emergency. Mrs. Black questioned the timing and noted that Juneteenth has been a federal and state holiday since 2021; she said she was not opposed to recognizing the holiday but could not support using emergency procedures to do so. The motion to declare Ordinance 1802 an emergency passed 6-1. A subsequent motion to adopt the ordinance on the one reading also passed 6-1.
City Manager John Applegate said the item was placed before council after employees inquired about recognizing Juneteenth and that other jurisdictions in the region observe the holiday. Council’s vote makes Juneteenth an official recognized holiday for City of Union employees under the city administrative code.
