Randleman aldermen approve badge transfer, gaming-ordinance amendments, bid award and parade closure; staff to follow up on rental concerns

The Randleman Board of Aldermen took several administrative and procurement actions at its Oct. 8, 2024 meeting and heard a public comment about rental-property maintenance.
Badge and sidearm transfer: Interim City Manager Shain Sexton asked the Board to approve Resolution 24-13, which transfers the badge and service sidearm to retiring Police Sergeant Jason Trogdon under North Carolina General Statute §20-187.2. Alderwoman Melissa Allred Blalock moved the resolution; Alderman Steve Grooms seconded and the Board approved it unanimously.
Electronic gaming ordinance amendments: The Board held a public hearing on proposed amendments to Ordinance 2024-01 governing electronic gaming, sweepstakes and internet cafés. Brandon Emory, president of Alliance Code Enforcement, recommended that the city require a Special Use Permit for such operations and set a scheduled timeframe for required relocation. With no public speakers for or against the amendments, the Board unanimously adopted the recommended changes.
I-74 industrial-site water connection bid: The bid opening produced two bids; Terry’s Plumbing & Utilities, Inc. of Asheboro submitted the low bid at $297,000 and Breece Enterprises submitted $447,000. Alderman Steve Grooms moved to accept Terry’s Plumbing & Utilities as the lowest, most responsible bidder; Alderwoman Melissa Allred Blalock seconded the motion and the board approved the contract award unanimously.
Parade road closure ordinance: The Board approved Ordinance 2024-03 to close streets for the City’s annual Christmas Parade on Thursday, Dec. 5, from 6 p.m. to 9 p.m. Alderwoman Nancy Henderson moved for approval and Alderwoman Kimmy Williams seconded; approval was unanimous.
Public comment and calendar updates: Mrs. Terry Grooms urged the Board to provide better coordination, scheduled cleanings and a renter checklist for city rental properties; Interim City Manager Shain Sexton said he would address the request. Directors also provided department updates and the Board adjusted the Employee Christmas Luncheon to Dec. 13, 2024.
The Board adjourned after completing the agenda.
