Board approves personnel changes and new auditing contract, updates tuition policy and delays social media policy

The Worcester County Board of Education on July 14 approved routine personnel actions, awarded a contract for annual independent auditing services and revised the district's nonresident tuition policy for children of board-appointed employees. The board deferred final adoption of a revised social media policy to its August meeting.
Dr. Recker presented the personnel exhibit for July, which listed new hires, separations and promotions across district schools and central offices. President Ferrante called for a motion; the board approved the personnel exhibit, and the clerk noted one abstention by Ms. Cutlip.
On procurement, Mr. Tolbert reviewed the RFP process for the district's annual independent auditing services. Four proposals were received and evaluated; S&B Company was the highest-ranked responder. The superintendent recommended awarding the contract to S&B Company. Board members asked about cost and selection committee membership; Tolbert said the first-year cost is $47,500 and named the four-person review committee. The board voted to award the contract as recommended.
On policy, Mr. Tolbert presented a proposed revision to the district's nonresident tuition policy affecting children of appointed Board of Education employees. Under the current policy, such nonresident students pay tuition equal to the base state aid per student; the proposed revision sets the tuition at 10% of the Maryland nonresident tuition rate. Tolbert provided a numeric comparison for context and the superintendent recommended approval. The board voted to adopt the revised tuition policy as presented.
Board attorney Ms. Stansbury reviewed proposed edits to the district's social media policy, including clarifying that Worcester County Public Schools owns professional social media accounts and adding the word "objective" to the standard for professional judgment in policy enforcement. After discussion about timing and final wording, the board decided to publish the redline revisions and take final action at the August meeting so district staff can prepare rollout materials and training prior to the school year.
