West Milton council approves parking ordinance changes, backs Opportunity Zone nomination and names MVRPC delegates

The West Milton village council on July 14 adopted several motions and resolutions, including an amendment to the municipal parking code, formal support for an Opportunity Zone 2.0 nomination, and appointments to the Miami Valley Regional Planning Commission.
Council members unanimously approved Ordinance CM-26-43 to amend section 7604a (parking prohibitions), following a staff reading of the ordinance and a roll-call vote. The clerk called each seat and all recorded votes were "yes." The ordinance will take effect as provided in the codified language.
Council also voted to adopt Resolution CM-26-47, authorizing the village to complete an online nomination to request that Census Tract 39109345000 (described in meeting material as the tract covering much of downtown and everything west of the river) be considered for designation under the federal Opportunity Zone 2.0 program. In presenting the resolution, Village Manager Kyle Henkelman said the program is competitive and selection by the governor is not guaranteed, but that the designation could make investments in West Milton eligible for federal tax benefits. "It would allow an investor to make an investment into West Milton and have tax benefits through the federal government," Henkelman said. The motion to support the nomination passed by roll call.
The council also approved Resolution CM-26-48 to update the village's delegates to the Miami Valley Regional Planning Commission (MVRPC). The resolution removes prior delegates and appoints Mayor Jeremy Sauters as the elected official representative for the MVRPC board, with Kyle Henkelman as the alternate; Ben Herron was named primary delegate to the MVRPC Technical Advisory Committee, with Henkelman as alternate. Council members voted to approve the appointments by roll call.
Other formal actions included approval of the consent agenda (minutes and monthly reports) and a motion to excuse a council member from a prior meeting; both were approved by roll call. There were no recorded dissenting votes on the items taken up at the meeting.
What happens next: The village will submit the Opportunity Zone nomination online as described in the resolution; selection is decided later by state officials and is not guaranteed. The MVRPC appointees will begin representing the village at the regional planning bodies as the appointments take effect.
