Aberdeen board holds executive session on personnel as an alderman objects to payments

The Aberdeen Mayor and Board of Aldermen/Alderwomen entered executive session on Feb. 17 to discuss personnel matters involving City Clerk Melissa Moore, Deputy City Clerk Devonshae Young, City Inspector Roy Haynes and City Administrator Teresa Baker‑Young.
After the executive session, board members voted on a series of docket items and vendor payments. Alderman John Cain told the board he would not vote to pay certain items until the budget and alleged fiscal issues were addressed, saying, "I'm not scared of lawsuits, bring them on — lawyer up!" Cain recorded multiple 'Nay' votes on invoice and purchase approvals during the meeting.
At one point a motion to terminate Police Officer Jeremy Harris was made but the motion and second were rescinded before a roll-call vote, so no action was taken.
Board members approved routine items and personnel-related postings by roll-call vote, and they authorized a 10% pay increase for Interim Public Works Director Tohona Larthridge and to post for a permanent Public Works Director. Several payments and purchase requisitions for Water and Electric departments were approved with recorded Nays from Alderman Cain on several items.
The meeting record shows disagreement over bill payments and personnel oversight, and no formal disciplinary action was finalized during the public portion of the meeting. The board adjourned with a follow-up meeting scheduled for March 3, 2026.
