Tooele Council approves series of resolutions and contract changes including dispatch agreement, waterline and roadway change orders

The Tooele City Council on July 15 approved a series of resolutions and contract changes covering audit services, intergovernmental dispatch fees, infrastructure change orders, equipment surplus declarations, and facility upgrades.
Finance Director Shannon Wimmer presented a five-year consulting agreement with Ritchie May & Company LLP to assist with preparation of the city’s financial statements for fiscal years 2026–2030; Wimmer said the contract begins at $46,500 in FY26 and rises by roughly 2% annually. The council approved Resolution 2026-44 on a 5–0 vote.
Police Chief Adrian Day summarized an agreement with Tooele County for dispatch services totaling $327,722 for FY2026–2027. Day said the charge includes a base population fee of $38,405 and a usage-driven component (incidents, traffic stops and fire responses) of roughly $275,000 based on a three-year average; he said increased incident counts in 2025 drove much of the rise. The council approved Resolution 2026-46, ratifying the dispatch agreement, 5–0.
Public Works Director Nathan Farr presented two construction-related changes: a change order to the 200 West waterline replacement with Newman Construction to add an 8-inch fire-only waterline to loop Henwood Mobile Home Park for improved hydrant pressure (no culinary service to trailers), and a change order for 2026 roadway maintenance (Schedule C) with Black Forest Paving to over-excavate and rebuild sinking sections of Canyon Overlook Drive rather than perform a mill-and-fill. Both change orders were approved unanimously.
Farr also asked the council to ratify an agreement with Rain for Rent Inc. as a standby pump system option for Overlake Golf Course; council approved the ratification 5–0.
Parks and Recreation Director Darvin Cook requested approval for Johnson Controls to complete the final chiller replacement at the Tooele City Library. Cook said the equipment price increased by $3,000 since initial notices and that the contract amount is $131,004.73; the council approved the purchase 5–0.
The council declared six plows and a 1993 12-ton flatbed trailer surplus, approved two procurement items (a $50,000 purchase order to Stedman's for two utility vehicles for the wastewater plant and a $59,829 contract with Phase 2 LLC for IT security software and monitoring), and approved minutes from the June 17 business meeting. All votes noted in the record were unanimous (5–0).
The council adjourned the business meeting at about 7:51 p.m. and recessed to begin a work meeting with a closed session to discuss litigation and property acquisition, which was authorized by unanimous vote.
