Mayodan council tables amended strategic priorities and discusses new pay-plan study

Mayodan Town Manager Melody Shuler told the Town Council on Feb. 9 that staff is proposing amendments to the FY 2026–27 strategic priorities to make the transparency initiative town-wide and to expand workforce analysis to include retention, benefits and an updated compensation review.
Shuler said the town’s job descriptions have not been formally updated since 2013 and that the prior pay plan data collection began in 2022 but was not adopted until 2024, raising concerns about data accuracy. She reported she has obtained one quote for a new pay-plan study, plans to solicit a second, and anticipates the consultant effort would begin in July to collect updated position information and revise job descriptions.
Councilmembers pressed staff on timing and firm selection. Councilmember Letitia Goard emphasized the need to model the new evaluation process carefully and to coach supervisors to ensure evaluations are constructive. Shuler said refresher training for department heads has been conducted and that further guidance will be provided during implementation.
Council agreed to table adoption of the amended strategic priorities until after the budget retreat so members can review departmental and capital requests in context. Councilmember Doug Cardwell moved to table the item; Councilmember John Miller seconded. The motion carried unanimously with Councilmembers Cardwell, Goard, Miller and Buck Shelton voting aye.
Staff indicated that funding tied to externally funded projects will not be negatively affected by the proposed scheduling adjustments and that modest flexibility has been added where appropriate to keep grant deadlines intact. The council did not set a new date for adopting the amended priorities; further consideration will occur at the retreat.
