The Mayodan Town Council unanimously approved the Phase 1 layout for Washington Mills Park on Feb. 9, endorsing a plan that emphasizes new recreational infrastructure and river-access improvements.
Ed McLean of Destination by Design and Ben Schwab of STITCH Design Shop presented the refined site plan, saying Phase 1 focuses on core park infrastructure identified through awarded grant funding. The proposal includes pickleball and basketball courts, about 1,320 feet of multi-use trail and about 2,080 feet of natural-surface trail, river access improvements and stormwater bioretention systems.
The designers also reviewed the condition of an existing park building and reported structural and roofing concerns identified during a visual inspection that included drone footage. The team estimated roughly $21,000 in roof repairs and noted about 20–25% of the decking showed visible concerns; they clarified that the TPO roof membrane is not failing but observed ponding that increases future risk. Council was presented with architectural and structural reports and drone footage that can be reviewed again on request.
Councilmembers asked for clarification about decking damage, the scope of necessary structural repairs and whether the building should be included in Phase 1. The presenters and staff reiterated that the existing building is not part of Phase 1 construction; staff provided a preliminary scope and cost estimate for a longer-term conversion to an open-air flexible space, restrooms and safety upgrades but requested no action on the building at this time.
Councilmember Letitia Goard moved to approve moving forward with the Phase 1 construction layout; Councilmember John Miller seconded the motion. The motion carried unanimously with Councilmembers Doug Cardwell, Goard, Miller and Buck Shelton recorded as voting aye.
The approval allows the project team to proceed with design work tied to grant funding; the council did not authorize immediate work on the existing building and asked staff to keep the council informed as cost estimates and structural analysis are refined.
