City staff explained that exhibit B — missing from the previous month’s packet — has been included in both agreements and that the arrangement allows the city to sublease a portion of 7756 or build out additional parking in 3129 if the commission later desires. "Exhibit B shows what it could be," staff said, while exhibit A shows existing conditions.
Public speakers urged approval, citing parking shortfalls. Alexander Keller said the parcel should not be characterized informally as "the Rabbi's parking" and emphasized the need for parking for congregations, restaurants and marina visitors. Felix Sukhovitsky described parking as access for congregants and community members, especially elderly and disabled worshipers.
After public comment and brief commissioner questions about leasing options at other city lots, the commission approved both resolutions by voice vote.
