City staff described the ordinance as a safety‑focused update to prior scooter regulations and said the 30‑day period is intended to educate riders before issuing fines. "So 30 days from today...citations would be issued," the deputy city manager said when asked about timing.
Public commenters supported the measure. Resident David Virgil said banning e‑bikes from sidewalks would help "prevent serious accidents" and improve pedestrians' quality of life. The commission approved the ordinance after a motion and second; the deputy city manager noted the education period and enforcement thresholds during the discussion.
The ordinance takes effect following the education window and will be enforced by the city's public‑safety officers according to the fine schedule adopted by the commission.
