Marshville council approves budget amendment reallocating indirect costs; hears five-year budget overview

Town staff presented and the Marshville Town Council approved a budget amendment on Jan. 20 to correct how indirect costs are charged between funds and to align the Utility Fund with state requirements.
Staff presenters identified as John and Christy explained that some indirect costs tied to Utility Fund operations had been fully paid by the General Fund. To correct that accounting, the amendment splits future indirect costs between the Utility Fund and General Fund and reimburses the General Fund for costs already covered. The motion approved a transfer of $159,811 from the Utility Fund to the General Fund to cover indirect costs already incurred and authorized staff to charge the Utility Fund an additional approximately $59,000 for General Fund salaries for the remainder of the fiscal year. The motion (made by Mayor Pro-tem Staton and seconded by Rusty Johnson) passed by unanimous voice vote.
Separately in the work session, John and Christy continued the council’s education on a five-year mock budget, covering items that feed into a five-year financial plan, capital reserve funds, town debt and legal limits, and what it would take to fund Capital Improvement Plan projects from the General Fund.
Council members offered routine closing remarks, including a request from Member Rusty Johnson for an early review of the 2045 Plan and a request from Mayor Pro-tem Ernestine Staton to discuss cemetery plots at a future meeting.
