Milnor attorney urges delay on floodplain ordinance repeal and asks city to cut utilities at hazardous Park Lane house

City Attorney LeeAnn Even told the Milnor City Council on Jan. 12 that she had consulted the state National Flood Insurance Program (NFIP) coordinator about the city’s 1986 floodplain ordinance.
Even said the NFIP coordinator advised that repealing the 1986 ordinance would remove the city from participation in the NFIP flood insurance program. Even told the council the city is not in the floodplain but could instead adopt a basic ordinance and have the county manage floodplain matters; she recommended tabling any city repeal until the county finalizes its plan.
Separately, Even said she had been contacted about a house on Park Lane with poor conditions. She reported that the fire chief was asked to inspect the property and to turn off LP gas; Even requested the city also turn off water service to the house.
No council action to repeal or amend the floodplain ordinance was taken; the matter was tabled pending county planning. The council did vote on other agenda items during the meeting.
