Richlands approves budget amendments, financing for patrol vehicle and firehouse roof repair

At its Aug. 12 meeting the Richlands Board of Aldermen approved a series of budget and financing actions to fund public safety equipment, a firehouse roof repair and vehicle maintenance.
Town Administrator Gregg Whitehead presented Budget Amendment #2 to transfer funds for upfitting a new police patrol vehicle to the Capital Outlay line and Budget Amendment #3 to allocate $12,983 to cover roof repairs for the Richlands Voluntary Fire Department after moisture damage required replacing much of the roofing plywood. Alderman Kent Painter moved to approve both amendments, Alderman Tom Brown seconded, and the board voted unanimously to adopt them.
Whitehead also presented Resolution 2025-03 to authorize entering an installment purchase contract with First Citizens to finance the purchase of a new police patrol vehicle and a Public Works pickup truck; Alderman Kent Painter moved, Alderman Tom Brown seconded, and the board approved the resolution unanimously.
For a separate Public Works vehicle, the 2012 Chevrolet 3500 spare truck required a motor replacement quoted at $7,286.65 with a one-year unlimited-mile warranty. The board approved purchasing the motor and Budget Amendment #4 on a motion by Alderman Marilyn Bunce, seconded by Alderman Kandy Koonce.
Why it matters: The votes authorize planned capital spending and associated financing, affecting the town’s fleet readiness and public safety capacity. The financing resolution authorizes the administrator to sign contract documents for installment purchase financing.
