Milnor council adopts floodplain ordinance, approves lot sales and routine permits

Councilmember Jodi Ost moved to adopt the floodplain ordinance and Curtis Anderson seconded; the motion passed unanimously. The minutes record completion of the ordinance’s second reading and final adoption.
Carol Peterson reported that the Lake Agassiz Regional Council proposed building two spec homes in the Northview Addition; the city would provide the lots at no additional cost. The council voted to move forward with that plan (motion: Ost/Ferderer, unanimous).
The council also approved selling lots 2 and 3 in Block 4 of the Northview Addition to Mark and Sandra Claeys for $2,500 each (motion: Ost/Ferderer). Councilmember Glen Koeppe recorded an abstention on that sale. The council later moved to change the selling price of the Northview lots to $2,500 each (Ost/Anderson, unanimous) to formalize the price.
The council approved building permits for David Strege (new house shingles) and John Larson (new garage), accepted the Pledge of Securities ending March 31, 2026 (Stock Growers Bank), and presented and approved a slate of checks and payroll items as listed in the minutes, including several debt service payments. The minutes list the next regular meeting for Monday, May 11, 2026 at 5:00 p.m. and show the meeting adjourned by unanimous motion.
