Milnor council discusses Brownfield asbestos assessment for former Legion building

Carol Peterson, who reviewed the Economic Development Report, explained the North Dakota Brownfield Program allows a city to apply for an asbestos assessment on behalf of a private property owner. Peterson said that while the state program can support assessment work, removal funding is typically available only to the property owner or a subsequent qualified owner that applies under the program.
Biss and Goolsbey and Peterson discussed a possible sequence in which the city coordinates the assessment, the property could later be gifted to a local development organization, and that organization could then pursue Brownfield removal funding. Peterson said that approach would shift cleanup responsibility from the original owner to the development group and would support reuse by making removal funding available to the group that holds the property.
No formal motion or funding commitment was recorded at the meeting. Council members did not vote to authorize removal work; they discussed next steps for applying for an assessment and potential paths for redevelopment.
