Grain elevator representative says chaff cleanup is seasonal; council approves Milnor Grain bin permit

Milnor — City officials and a representative for the local grain elevator discussed corn chaff complaints at the March 9 council meeting, and the council approved a building permit for Milnor Grain to add three new bins.
Paul Ellefson attended the meeting to answer questions about corn chaff emitted by the elevator. Ellefson said he was not aware of a filter or other ready solution to prevent or significantly lessen the chaff, and that the elevator hires workers in the fall to clean up chaff as part of seasonal operations. He told the council this year produced more chaff because it was a high-volume year and the drying season lasted longer; when council members asked why other elevators do not appear to have the same problem, Ellefson said they experience similar issues. He agreed to research additional solutions.
Separately, the council approved a building permit for Milnor Grain to install three new bins on the south side of the elevator (motion Michelle Odegard; second Glen Koeppe), a motion that passed unanimously. The council also approved a residential building permit for Jeff Halmrast to install new windows (motion Glen Koeppe; second Denise Ferderer).
The meeting record does not indicate that the council placed restrictions or conditions on the Milnor Grain permit in response to the chaff discussion. The council took no further formal enforcement action during the session.
