Plaistow committee to revisit solar zoning ordinance; chair proposes removing capacity limit

Tim Moore, chair of the Energy Committee/Community Power Committee, said the committee will revisit the town's solar zoning ordinance and consider removing a capacity limit and addressing planned residential development (PRD) requirements. "We reviewed at last meeting and has a few other changes proposed. Wants to maybe remove capacity and address PRD requirements," Moore said, and added he would circulate his proposed changes to committee members ahead of the next meeting.
The committee set a follow-up meeting for Wednesday, April 1, 2026, at 5:00 p.m. to look specifically at ordinance language dealing with capacity and size restrictions; the minutes note the vice chair would chair that meeting only if available. The committee's review could affect how large-scale and distributed solar projects are sited under local zoning rules.
During the March 4 meeting, Liz Kosta, Selectmen's ex-officio, moved to approve the February 4, 2026 meeting minutes; Walter Proctor seconded the motion. The minutes record the vote as "2-0-1 U/A." The minutes do not specify how individual members voted.
Committee members and staff did not adopt final ordinance language at the March 4 meeting; Moore's edits will be distributed for review and discussed at the April 1 session.
